nah was earlier. just came across Pole Position which i remember loving too, but started me thinking perhaps i'm mixing up PP with tron or something.

Pole Position! I had forgotten that was a cartoon. I was just going through youtubes of old 80s cartoons with my son because I wanted to illustrate to him that no, nothing that we had back then was as good as Adventure Time and Regular Show and he is such a lucky boy to be young in this time.
Some of the shows we came across and basically fell over laughing at how dumb they were: M.A.S.K., Visionaries, Sectaurs, Silverhawks, Centurions, Inhumanoids.
The one I can't find may not have even been a cartoon, it might have just been a commercial, but the figures were these two-inch high animals like bats and sharks I think. They had a heat-sensitive decal on their chests which when you pressed it would reveal the symbol for one of four elements - Water, Fire, Wood, something else?.
The motorbikes one doesn't sound familiar to me. Sorry.

I remember this one too... I think they were just toys, not a cartoon, but they had a cartoon commercial for the toy.

The show's violence far outweighs that of Tom and Jerry, in that there is frequent use of guns, and blood and gore.
The story is essentially about the Black Cat's detective wandering around on his motorcycle stopping villains. Cases range from clashing with mice and other characters.
