Biological Warfare and the "Buffy Paradigm"

Has it all gone too far this Buffy The Vampire Slayer meme?

A white paper from the Centre of Strategic and International Studies for the US Department of Homeland Defense (very funny when it tries to explain what Buffy is - but does its definition of the paradigm understand the programme or miss the point. Mark S to thread?)

So, DO Americans call foot and mouth 'hoof and mouth'? Technically correct but I'm sure US sources before refer to it as FMD - I know Canada calls it FMD. Odd!

I'll read this, but buggered if I know what a paradigm actually is.

Arcane knowledge is always inadequate and fails to predict, detect, and properly characterize the threat.

Isn't usually shockingly accurate and easy to find. About the only point that makes sense is the last one, about success never reducing the importance of future attack. Plus it only applies to the first ~4 seasons where they actually fought demons. k-lame out-of-date as-desparate-to-be-hip-as-it-sounds nonsense.

I was waiting for the terrorist scenarios involving hostile vampire takeovers of a town in an attempt to open the hellmouth and end life as we know it.
