$650 will get you plenty. Near East Side/Willie Street neighborhood is the place to be. The texture of the neighborhood is about as comfortable as imaginable. Lots of big houses converted into apartments, lots of small apartment buildings. Lots of bars patroned by grad students and real adults; very few undergrads hang out around there. Downtown and campus are both walkable when it's not too cold out. No bowling alley, though. You need a car for that. And there's no smoking anywhere in Madison.

Area 10 looks terrifyingly like Idaho! (In shape, I mean -- in real life I don't think it looks anything like Idaho, although there's something weird and time-forgotten about the Hilldale Mall that is perhaps similar to certain places in Idaho. But I've never been to Idaho.)

what is the area around vilas park (like s. and s.w. of the meriter hospital) like? is it walkable to campus? is it undergrad-y.

Neither of those neighborhoods are bad. My girlfriend used to live near Vilas Park and it was pretty quiet, although Regent St. can get annoying and crowded on game days. Definitely walkable to campus.

Atwood is nice (and less undergrad-y), some of my friends live over there now. Definitely an extension of the hippie-ish Williamson St. area. Not quite walkable to campus, but easily bikeable or busable.
