I bet the suits had some hand in it. Sire Records said the reason they didn't release the single stateside was both "financial and political".
Funny, I just watched this interview last night where both Dee Dee and Joey sorta halfassedly defend Reagan to a British interviewer (around the 4 minute mark). It really feels like they are dealing with the fallout from a battle they had lost against Johnny/Sire/whoever.
