Damn, it was the Super Furry Animals. Their debut, "Fuzzy Logic", has Howard Marks, an infamous Welsh drug dealer. His photo appears all over the CD cover, his name appears on the title and lyrics of one song, "Hangin' with Howard Marks" and on the album credits.
