'Constructive Criticism' - Dud or Bullshit?

Inspired by random comment in 'Can't Do it Themselves?' thread - doesn't the whole concept of 'constructive criticism' completely suck ass? If somebody hates something or is just in a pissy mood and can be interesting/amusing about it, great, but isn't 'just trying to help' close enough to the cosmic arrogance/tragicomedy fence to keep an army of proctologists on splinter-removal duty forever?

IE, perhaps this attitude explains my hyperbolic hostility to 'leftism' as it comes from the same place ie the world of 'shoulds' and 'if only's and 'wouldn't it be great if's. Or [proving my other theory that EVERYBODY has one moment of clarity in their lives] to paraphrase Howard fuckin' Jones of all ppl - "Well if it was not meant to be/ then DON'T YOU THINK IT WOULDN'T BE?"
