In my 7th grade (age 12-13) Music class, everyone had to choose one piece of recorder music to play for the class, and then to verbally extoll the virtues of the song/piece.

I chose "Still of the Night" by Whitesnake. I have no idea what I said about it, but I'm sure I made it clear that the song rocked and had a good solo.

What's your earliest example of semi-formal music crit?

When i was in 7th grade our music teacher made us bring in a song and explain what it was about to the class. I think I chose Claustrophobic Sting by The Prodigy and said something about it being about a "bad drug trip".

In sixth grade my teacher played us the beginning of "Stairway To Heaven" so we could here the recorder in rock music.

In my 4th grade music class we had to draw out the structure of a song on a piece of paper and explain it to the class. Not as complicated as it may sound - beginning, middle, end, that's all. I got an A+ for a very complicated diagram and explanation of "Jurassic Park" by Weird Al. Still proud of it to this day.
