What do people think about this strategy of going after uploading rather than downloading? What is the motivation for the RIAA to take this approach? Is it easier to catch people uploading than downloading? Or do they think it's easier to scare people into turning off their uploads than it would be to stop them from downloading?

After all, turning off uploads seems harmless enough in the short term - you still get to download whatever you want, you just don't share it with anyone else. But eventually, if enough people turn off uploads, the pool of available music will dry up, downloading something you want will become more difficult, and eventually people will become frustrated and stop using P2P. Is this really going to work, or will people see what's happening and decide to take their chances and turn uploads back on again?

Well, the RIAA keeps pushing bills into the legislature that would allow them to "legally hack"; I suspect that packet sniffing, or even worse: honeypots and traces, have been their hobbies for at least two years now.
