Hardcore Track ID

This is probably a very easy one but I cannot for the life of me remember who did it - I keep thinking Unique 3 but I don't think it's them, it's quite early though. It starts with a Northern voice reciting Coleridge - "In Xanadu did Kublai Khan a stately pleasure dome decree..." and then after a while the tune gets going. I only heard it once round at sometime poster gobemouche's house so I can't even remember how it goes after that - might not even be hardcore! Can anyone help?

IIRC it had that sort of underproduced sepulchral sound The Scientist did.

Dan to thread dammit because I know this song and I can't remember what it is either!

Tom isn't that quote from Frankie?! is the sampled voice not Holly Johnson's (i'm not sure if he really sounds Northern when he says that tho)

No it's not the Frankie track - it's much more deadpan, less campy.

The more I try and remember it the more it seems like 90/91 sheffield sound bleep stuff rather than hardcore btw.

seven years pass...

Can anyone ID a hardcore tune from 93 or so that has a sort of cartoony female voice saying "what is going on?" over and over?
