Who is the guy that The Streets have beef with?

There's apparently this guy who claims that Mike Skinner has stolen all his music, that The Streets was all his idea etc. Skinner even put these claims up on his own website at a point. The guy is supposed to be a musician, too, releasing stuff. Anyone know who he is and if he is any good?

Actually, I enjoyed that article, although I worried about the 'other storytellers' bit at the end. "The Specials" is cited as storytelling because it's a "grim snapshot", but that seems to me to be precisely the kind of narrative at which pop music has often been great: the non-linear how-it-feels-in-my-world thing.

btw, I interviewed Mike Skinner for U***t and he told me that the major storytelling influences on the album had been Kenny Rogers and Johnny Cash - he's been listening to a lot of C&W recently.
