The dialogue sampled at the start of the track is between John Hurt and Richard Burton from the Radford film adaptation of Nineteen Eighty-Four.

I just found some mp3s of the film (checking I'd got the right adaptation) here, and it's the start of the excerpt under "The Ministry of Love #1 - The Past". If you've managed never to read the book or see the film then that page will pretty much give away what happens, though.
