I ain't hearin' it (though I suppose it could be considered smug if you had to depend on the titles -- and in that case, Richard D. James to thread). It doesn't seem all that arrogant or self-satisfied a record, sonically; it's more like a giddy pop-dork enthusiasm. Which, from personal experience, can be easily mistaken for smugness.
