What song is this???

I'm desperately trying to track down a song, and can't figure out who it is by or what it is called. I'm planning on quoting it in an article I'm writing, and have not had any luck with the various lyrics websites, so I'm resorting to issuing a plea for help.

The song goes: "they'll tell you the sun's shining when it's dark outside," or "they'll tell you the sun's shining when it's raining," or something like that. I can't remember if the song is specifically about the Man's corruption (e.g. - CCR's "Fortunate Son"), or one of those songs that's mostly about the singer's girlfriend, groupies, and/or rocking out, with some political commentary thrown in for good measure (like the MC5's "Ramblin' Rose" or "Kick Out the Jams").

I have a hunch it is from the mid-to-late 60's . . . either by a British invasion band like the Kinks or the Beatles, or someone more roots-rocky, like CCR or the Band . . . but it really could be anyone from any genre, even some crappy radio hit of the last couple years that seeped into my brain at some point.

It has some vague similarities with the melody of the famous Adagio from Rodrigo's Concierto de Aranjuez for guitar and orchestra, esp. the final phrase. But that's a stretch. I'd say this was just a bit of noodling using an arabic scale.
