both are brooding, both write songs full of atmosphere, but for the most part, neither was the greatest songwriter. they seem more immaculate stylists than songwriters.

i do sort of agree with the observation that both these artists are/were stylists, though there was definitely substance in buckley's voice and flair in harvey's songwriting.
