Funnily enough, I was thinking of starting a thread just now based on something I read on Allmusic. According to said exhaustive music resource, Joy Division and Queen are 'similar artists' to Roxy Music.

Joy Division and Queen? Can you think of two more polar bands? One is all icy, spartan, stentorian and serious, whereas the other is campy, flamboyant, wilfully silly and excessive.
