Dunno about happy, per se, but my favorite obscure twee and pleasant and lonely and wistful album for over a decade now is the 1995 album Glisten by a band of Southern California 4AD fans named Elysium (some of whom became the Von Trapps).

Triangulates somewhere between the later Cocteaus and the Champaign, illinois dreampop band Area (aka Moon Seven Times). Listening to it now, perhaps the vocals are too adept and smokily alto to qualify as twee, but to be honest, I've always been a bit unclear on twee. It isn't bows and fuzzy sweater music, but it could concievably fit on the Sarah Records roster.

As I've now found through some extensive searches that its near impossible to obtain this either commercially or through less legal means, voilà: 10 DLs here or some more here.
