It's a remix by Girls On Top I think, and I believe the original track was by Adina Howard (? - might have been another diva type). Original was called "Freak Like Me".

It is Sugababes - they did a cover of Freak Like Me for the new single, it's been remixed in some 'unofficial' sense and then the 'unnofficial' bootleg w/Numan is now getting the 'proper' release - this is as I understand it, anyway.

If this Girls on Top-copying business isn't enough, wasn't a cover of "Freak Like Me" already a two-step hit in the UK? By Tru Faith and the Dub something-or-other? I know I have it on a MoS or Ayia Napa cd. (and it's pretty damn good, too.)

The 2-step version predates the Girls On Top version I imagine, and is the primary evidence for the song's brilliance - one of the best songs for dancing EVER. That Adina's original version pales in comparison only suggests that music itself hadn't advanced far enough to realise her genius.

these orchestral versions of dance music things always feel like an attempt to force some kind of perceived and unnecessary ~legitimacy~ on to music that doesn't need it

this is nice enough and their voices are always a pleasure to hear but I would never ever want to hear this over the original under any circumstance

It's ancient but Jeremy Deller's Acid Brass had the right tone - it was ludicrous, but it was done with gusto. Here's a live version of "Voodoo Ray", that works because the original track has enough musical material to build an orchestration around:
