Was the cover for Lindsey Buckingham's "Law & Order" mimicking an old 40s or 50s actor's photo?

i went to go eat at this diner type restaurant and all over the walls they had photos of famous actresses from the 40s & 50s. Bette Davis, Joan Crawford, Marlene Dietrich, Greta Garbo, Ava Gardner, etc. on the fridge, there was a photo that had the same lighting and contrast as the cover to Law & Order. i asked the waiter if he knew who the photo was of, but he didn't. i figured the ILMassive might.
