The Cardigans and St. Etienne fans, gather 'round this album from, uh, 1994-1995. It was out on High Park, I believe. The band hails from Estonia, of all places; I know nothing about them beyond that. It is, for the most part, breathy Euro cutie-pie vocals singing English As A Second Language lyrics over a mix of skating-rink organs and lo-fi crunch, but something about it just... works. "Raj Kapoor" is my favorite song on the LP, and one of my favorites period. It's on every mix CD I ever made.

Got that album, saw them live once. Liked it, haven't listened to it in years. My exposure to them came from some time in 1997-2000 (can't recall, maybe 99?, yeah, '99) so I think you might be off the mark on the dates. The label was High Park.
