the territorialization of information will always be counterproductive...whether it's by 'us' or 'them'. in the end it's all 'us', right? whether we want to see it that way or not doesn't matter...we can either work out the imminent problems together or, most of us, drown...
although this gets a bit off the specific subject, the underlying modi operandi would seem to be the same...
