There was a TV show aired on Bravo cable network in early 90s
that looked like BBC coproduction that featured arts and was
geared towards kids. Some episodes featured musical prodigy
training schools, london hip hop for kids, etc, Marvel UK
also kid journalism, (one even had a 10 year-old girl
grilling Dan Quayle on his abortion stance, eventually asking
hypotheticals like "If I were raped by my father, would you still
want me to carry the baby to term?") What is the name of this show?!
Also there was apparently another kid music british show
that featured Napalm Death! in one episode. Where to get clips of these?

I remember a show like this, but I can't remember the name. I thought it might be "Rock School," but then I looked on imdb and there was a tv show that sounds like the one you are describing. I don't remember Hebrie Hancock hosting it though, so maybe I am wrong.

"Rockschool" (1987)

In this series, Herbie Hancock hosts an educational series explaining the basics of rock music. With the help of performers from various sub-genres like reggae, punk and heavy metal, the musical conventions and equipment of their music are illustrated and explained.

Actually I might be correct after all. I found this -

Rock School is a concept not completely new to the airwaves. In fact, I would suggest fans turn to the original Rockschool done for PBS/BBC back in the mid-1980s and hosted by Herbie Hancock for details on a program that tried to instruct kids in the ways of performing a variety of rock music (and, incidentally, also featured Motorhead).

I don't know if this will help but I recall the theme song
as being a sort of funkified version of a classical song.
(Might be andrew lloyd webber?) It's the one that goes
doot doot doo-doo-doo-doo doot doot doo-doo-doo-doo doot doot
doo-doo-doo-doo doot doot -- sorry can't be more descriptive via
doots!

The Napalm death show was called "Whats that noise" and was hosted by Craig Charls. It will probably be on IMDB.
