Story seems to be: Jarvis and co do an albums worth of stuff for the film, but they're not allowed to make it a 'soundtrack' album for fear of confusing the people who might buy the 'official' soundtrack, as happened with Prince's "Batman" as opposed to the Danny Elfman.
