Dictators' "Go Girl Crazy" is brill+i+ant.
First punk album? I, though ignorant, think so.

Depends on your taste and definition. Ross the Boss plays an awful lot of blazing classic rock guitar on around half of it. At the time, I thought it was a great heavy metal record that was never going to reach most of the nascent HM audience that was buying Deep Purple and beginning to get really hip to Blue Oyster Cult (even though the same people sponsored the Dics). Sold even much less than Slade.

The Dicks shared a loft with BÖC. The only album of theirs I ever had was Fuck 'Em If They Can't Take A Joke, which died a worn-out tape death, and a Handsome Dick solo album on dubbed b/w Iggy Pop's Brick By Brick by my dad. I listened to that so often that I almost killed Iggy and Handsome Dick (and definitely did kill the David Lee Roth solo stuff that was filler) for him. I still can't listen to that Iggy album without wincing...
