No, I don't think so at all! It's a character song, with incredibly sharp and sympathetic observation of the central character. The language is so good:
If I close one eye, the people on that side can't see meI get headaches in the morning and I rode on Freddie's tricycleAnd everywhere was funny, when I ran down to the sweetshopThen I fell and bleeded-up my knee and everybody soppied me
There's sadness hinted at ("I wonder why my daddy cries"), but also comedy ("I'll marry my mum"). It packs a lot of observation into a short space, and in terms of short story-style writing it's much better than a lot of the impressionistic stuff he's done since, of which he's provided the best description: "It's not really work, it's just the power to charm".

It's made in the early 70's, didn't have a modern look. The "dusty look" could be compared to "Alice doesn't live here anymore" (-or this famous anti-war movie, I don't remember the name, not talking about mash, much more absurd & irrational... -) only looking cheaper.
