I'm pretty sure it's some kind of large chimes, like from clock tower or something, but it sounds like manipulated tape.

At one point there's a vinyl-like manipulation of the sounds, which leads me to think it's a turntable playing a slowed down record of church bells (perhaps then run through a distortion box).

Well, they might have named it that because the radio transmissions (I don't know what they do with them - electronic manipulations?) sounded like gongs/chimes?
