Breaching the AFL rules regarding player payment documents. Not quite exceeding the salary cap but were they trying to hide something?

They obviously didn't tick all the boxes and post all the papers on time, they have been saying since Late last year that they were expecting a fine for late lodgement of documents, but I don't think they ever invisaged it being so hefty!
