moving blog view to top of page?

This isn't a big deal really but long long ago the blog view for ile and ilm was briefly moved to the top of the page during a redesign (i think by jaunty alan) and then moved back by, well, someone else

but jaunty alan was right, use-wise and the other fella was actually wrong, i think

anyway i imagine you have a squillion other more important things to do but this is my request ok thx bye

also can the NOISE BOARD and the PWN board get the links in the upper right to each other like ILE/ILM do?

I'll look into implementing a means by which you can add your own favourite forums to the top right-hand corner.
