i'm listening to the wifee's ipod on random and this came on. i flipped for a second and thought maybe she ripped one of my Rovo live discs but i know she listens mostly to hip hop, rnb and pop, so i flipped when i found out who it was.

nah, it's the live instrument hip hop group Mission from the bay area. they got sued (probably by Mission UK) and are now called Crown City Rockers.

but it totally freaked me out that they have such a rad song on an otherwise straightforward hip hop album

Rovo is not noize... they are pretty popular, like probably the equivalent of Blink182 or Green Day in comparison in their home country. they headlined a show Hibiya Park for ~$40 last weekend and there were probably 4000-5000 people there.
