well, there are these guys called referees, and they decide when to blow the whistle, so when dirk jumped into dwight and there was no call, he dribbled, and then they blew the whistle

do you watch basketball? refs make that call all the time w/o the player shooting. if he chucks it up & the ref doesn't blow his whistle (which he didn't) then dirk just shoots the ball into the ether
