You mean like distorting pix?

There's programs wot do that, the most well known one was Kai's Power Goo but do they still make it? I suppose you could use anything like Photoshop too, if you're familiar with it.

You can get a plugin for JASC's Paint Shop Pro called "Gloop!" that does just this. I think it can be used with Photoshop as well, but I'm not too sure of that.

I believe that Power Goo is no longer available, and apparently it doesn't work too well with Win XP.

I prefer the hands-on approach, myself. I would recommend rearranging people faces manually and then photographing the results.
