Sounds like it is postage paid. Does it say Business Reply Service in the other corner?

Probably has a business reply code or a freepost number somewhere on the envelope, and that's the account that gets charged.

Is it a pre-addressed business reply envelope? (should have a box on the top left with a licence number)

If so then that should be fine to send, otherwise I think it has to explicitly say "postage paid" under the 1.

(not 100% on any of that btw)

yeah has "response license number". as i say i know a vaguely dense question just it's important documents so didn't want to just toss it in the postbox without being sure.
