Actually Steve Jobs said just that, no urban center with a lot of people with two year engineering degrees. The one area where this is prevalent in Texas actually does do a lot of electronics manufacturing.

ok well I guess that's talking about two different things then -- one being the outsourcing of engineer-type jobs and the other being the outsourcing of unskilled jobs, the latter of which has been going on far longer and is far more widespread
