But the effort — a signature theme in Mr. Trump’s populist campaign for the White House — is being conducted in large part out of public view and often by political appointees with deep industry ties and potential conflicts.

i guess this is obvious, but was this a ploy to get kompromat on trump jr and whoever else he pulled into it? possibly a double whammy if they ended up provided real damaging material on clinton to the trump campaign, but regardless, obtaining evidence of collusion at the same time?
