Thursday does include some notable changes, including leaving in place Affordable Care Act taxes on wealthy individuals and giving in to conservative demands that health insurance be further deregulated, according to a summary.

At its core, however, the revised version of the Better Care Reconciliation Act โ€• which McConnell pulled two weeks ago because too few Republican senators planned to vote for it โ€• remains a vehicle for massive cuts to Medicaid, less financial assistance for people who buy private health insurance, and the return of skimpy junk insurance policies and discrimination against people with pre-existing conditions. Taxes on the rich would remain, but health care companies would enjoy a major tax cut.

The Senate GOPโ€™s push to rewrite the Affordable Care Act suffered an ill-timed setback Thursday, as two centrist Republicans announced plans to offer their own health-care plan just as leaders released an updated bill of their own.

The move by Sens. Bill Cassidy (La.) and Lindsey O. Graham (S.C.) to debut their health-care proposal on CNN moments before Senate Majority Leader Mitch McConnell (R-Ky.) was set to brief members demonstrated how divided the majority remains in its quest to overhaul former president Barack Obamaโ€™s signature health-care law.

In a joint interview with CNN on Thursday, Cassidy and Graham said that they would take the billions of dollars the federal government now receives in taxes under the ACA and direct that revenue to the states.

โ€œWeโ€™re going to see which one can get 50 votes,โ€ Graham said, referring to the number of GOP senators needed to approve any bill in the Senate, given that Vice President Pence is prepared to cast the tiebreaking vote. Referring to McConnell, he added, โ€œWeโ€™re not undercutting Mitch; heโ€™s not undercutting us.โ€

But for some legal immigrants, it would make health insurance impossible to buy, period.

The Senate bill targets certain legal immigrants (including work and student visa holders, and people currently applying for green cards) who arenโ€™t eligible for most public benefits programs but who are included in the Affordable Care Act. Like its counterpart in the House, the American Health Care Act, the Senate bill keeps those immigrants from being able to get tax subsidies to offset the cost of purchasing insurance.

But it goes even further than the House bill, preventing them from being able to buy insurance on state Obamacare exchanges entirely. (Senate Republicans made some substantial changes to the bill before rereleasing it on Thursday, but they didnโ€™t walk back the restrictions on immigrant eligibility.)

It sounds like Heller is already try to wriggle his way towards Yes. how is this not the exact same movie we saw in the House? at this point if I had to bet my life one way or the other (and ultimately it might be my life on the line, funny that) I'd bet they get it passed. I'd say I'm around 60-65% for pass.
