Get everybody to vote yes on "skinny repeal" so it can go to the House and be replaced with the House bill, which then comes back to the Senate and then Murkowski/Capito/Heller have to vote for it, are they going to be the only things standing between Turtle and victory?

Yeah but if it goes to conference and the result of the conference is "OK here's what we hammered out" and it's essentially the same as the original House bill, can't the Senate vote on it? It would formally be a new bill, innocent and dewy.

getting to conference with the House doesn't really solve anything - then they just have to renegotiate a bill and bring *that* back to the Senate, where it will probably have a whole bunch of garbage the hard right and the "moderates" don't like, and then we're back to another nail-biting vote with a thin margin for victory.

the above-referenced scenario with the House agreeing to the stripped down "skinny" repeal is probably going to look more attractive to everybody that matters (incl Trump)

On this one, Rand is correct.

It IS useful to see that the same Republicans who can vote for root-and-branch repeal 50 times or whatever - when it's empty anti-Obama symbolism - won't do so when they have full control and it might actually happen.

This is valuable information for both sides.

they have to show that removing the mandates/medical device tax shows a certain amount of savings, I think that's the only requirement under the Byrd Rule for this effort
