First part of that sentence is close enough to certify as true, but the second part is a 'white lie'.
I'd say adults can be relied on to lie or tell the truth according to their personal standards for truthfulness, developed through experience. Those standards can differ widely, but are applied fairly consistently once they've been adopted. Children have not developed consistent standards about lying and so are not reliable in the sense of being inconsistent.
