I had not actually watched a lot of X-Files in the 90s, but have been going through it slowly over the past couple months. Re-watched Shocker sometime around Halloween and I made the connection that this is the dude who played Assistant Director Skinner.

Yup indeed. Finally saw it for the first time myself at a Halloween gathering this year, though I remember when it came out. Weird fucking film! (As one friend said, knowing that Wes was going through a divorce at the time puts a lot in context.)
