One of the reasons Tory MPs are rebelling is that a lot of them represent marginal constituencies in commuter towns, and there aren't many better ways to piss your more affluent constituents off than ensuring them several hours of grinding transport misery a day. Especially when those constituencies are filling up with lifelong Labour voters priced out of London.

It’s also robbing the government of one of their arguments against renationalisation (service being worse under BR) which obviously plays well for Labour.

xp very true and Southeastern were running trains without working toilet facilities for weeks and weeks which also made the services near-unusable for people with certain disabilities and long term conditions. There were reports of people wetting themselves on trains.
