A lot of the Tim Robinson sketches seen to be about people's fantasies, or the version of reality inside people's heads uncomfortably colliding with the real world, or the version of reality inside someone else's head - like the Bob odenkirk skit where the guy starts going on this elaborate revere Tim has to play along with, sketches where someone tried to transfer some elaborate idea from their mind to the real world and it's a disaster

the lady in the "banana breath" sketch is a specific archetype of employee that I suspect many of us have worked w/ (I definitely have), someone who is socially awkward and is treated like an outsider finally gets (extremely mild) acceptance from her peers and eventually pushes it overboard and blows all of that goodwill in 2 minutes.

in writers rooms, writing that kind of dialogue can often be a tedious chore, since it obv has no purpose other than to establish that the action takes place at a party, meeting, etc, but if you dont get it right it will sound weird and distracting.
there are lots sketches in this show where there's a familiar/bland format or situation and then they introduce some particular detail that is weird and/or overly specific, and distracts from everything else, and becomes the focus when it shouldn't be.
weird, oddly specific details feels like a feature of a lot of internet humour, the kind of details that you wouldn't include in a (competently written) work of fiction because they don't serve any purpose or are actively distracting, I think because a lot of internet humour is based on imitating weird stuff that real people post to the internet - blog posts or forum posts, or adverts and articles that are written by non-native English speakers, or stuff written by the mentally ill, or wikipedia articles with weird, intriguing, not fully explained asides. A lot of clickhole articles followed this format of familiar, bland format and then introducing weird, specific, not fully explained details.
stuff people share on the internet like screenshots of newspaper articles or non-fiction books with some weird details, I think that inspires a lot of this kind of humour

Yes, all sorts of little moments that went on to become ITYSL sketches - the nerdy guy wearing the same jacket (shirt brothers), the guy explaining that the droplets on his pants weren't pee (Calico Cut pants), etc. The episode where the revered Mort Crim agrees to do a commercial and turns out to be a loon must have inspired the sketch where Tim's burger gets housed by his old business professor.
