The theory I saw that seemed plausible is someone hijacked a service authorized to tweet on behalf of users, eg people used a 3rd party app to schedule tweets, and that app got hacked.Twitter itself being compromised is less likely, but not out of the question.

Every so often on Twitter, my timeline gets blown up with all sorts of news about the University of Arkansas and its athletic program. I mean, I get it. I live in the same state. Complaining about an overabundance of Razorback news here would be like living in the ocean and complaining about water.
But I see the soccer coaches reposted. Media stories on not just the ever-popular football and basketball teams, but retweets of the golf team's performance. Here's not even a retweet, but someone simply "liking" a post made by the school's athletic director. And it's one of those things that reminds me that even after more than a decade fucking around with this website, Twitter.com simply doesn't know me at all.
Which is fine. I don't really want them to know me that well. But hell. There's something a little offensive about being lumped in as a rabid Hogs fan just because I'm a 40something male who has a bunch of 40something male friends who are rabid Hogs fans. I mean, I'm really surprised that I don't see more Trump bullshit, since I fit that fucking demographic in every sort of fucking way.
I used to produce a Saturday morning radio show for a mortgage title company. If you couldn't tell, hosting a radio show wasn't those guys' first trait. It was all done as part of a marketing campaign, no more of a real radio show than the TV guys who try to sell you siding during commercial breaks of Hondo. The main guy would set up the rest of the show and try to bring in some callers by addressing the listeners directly:
"Listen. I know it's Saturday morning. You're out there shopping at the Big Box Stores, browsing the home section. You're thinking about the Razorbacks game this afternoon. But I want you to take a moment and think about how much money you could save in your family budget if you refinanced your house title. Your wife would be very happy to have a little bit extra to buy something nice..."
It was the most pandering way to talk down to an audience. It showed no respect for the people out there who might be tuning in while looking for a parking space. And after about six months, the title company ended its radio contract. Last I heard the title guy had become a schoolteacher. (And why yes, he was a former Razorback. Special teams.)
The trend in marketing for personalization is a step in the right direction for that industry. I've seen too many white guys lean back in their chairs and project this shapeless sort of personality on to a target audience. "People don't CARE about Bush or Kerry! They're just out there at Murray Park, trying to get little Johnny to catch a football." NO, THEY'RE NOT ALL DOING THAT.
But Twitter. It pulls that Razorback trip on me at least once a month, and I have to go through again and say, "No, I don't care about this tweet. No, you can show me fewer tweets from HogFan73 please." They don't care. Which I'm fine with. It just seems like a big waste of time on their part, and on mine.
But, hey. That's a pretty good description of the Internet anyway. Go Hogs.
