I think it's because they're not really meant to build over many minutes, they're short rushes of adrenaline and a Jersey club mix runs through way more tracks than a house/techno mix. Also they're usually 140bpm or close to it, so they're fast and easily mixable.
I also wonder if some producers use a template for every track, since I've seen some soundclouds where every track is the exact same length.

there are also plenty of jersey club songs between 2-3 minutes, which isn't an irregular song length for any genre (well, it is short for club-oriented electronic music)

i guess i'm inured to the length of the songs here given that pretty much all new rap music is sub 2 minutes as well. a few of my fav recent projects are also in the same 20-25 min range as this album... troye sivan and victoria monet come to mind
