Don't think it's Seville or Southern Europe because people seem to be well wrapped up, despite the fact that there are leaves on most of the trees therefore it's not winter. So it's somewhere with a colder climate I'd say. Plus the little green shelter says cold to me. The 'a' flags should make this easy, but are proving resistant to my google searches. My first impressions are a well to do northern European city - but the "taxi" sign is a bit lo-fi. Trees look quite distinctive too.

Yes you're right - this one is confusing! But those trees lining the street are strange - I guess they're like plane trees and have a bit of a latin city feel to me...

I have been to that city
I've seen the banners and I remember thinking "that A is irrelevant to the city name"
The only places I've been to that look like that are in Iberia

The green shelter kind of looks like something you'd find in a French park. Only I don't think this France, so I'm extrapolating to Latin countries - but I don't think Italy or Portugal so I reckon northern half of Spain is a good guess. Unless it's some wealthy southern bit of South America, aaaargh!

I think there's a clue in the trees lining the road (plane trees I think). They've been treated in a particular way - central trunk cut out and branches growing up around the stump. I'm sure I've seen that but not sure where. Not France, again I think Spain.

I ruled out Portugal because the sidewalk paving is too disconsolate. The place might be "untidy" but the sidewalks are spectacular

I've been thinking Andean plateau because of the way it seems cold but I've only been to Bolivia there, and only a handful of places there, and this isn't one of them. But the cars (old & small) match those I saw there. The pickup truck suggests something in the USA's orbit, and that this is not total poverty (so again, probably not Bolivia).

Agree that the cars absolutely aren't well-off European, so I guess Spanish South American. But it's still cold, people are still wrapped up. Argentina? Uruguay?
