I've been thinking Andean plateau because of the way it seems cold but I've only been to Bolivia there, and only a handful of places there, and this isn't one of them. But the cars (old & small) match those I saw there. The pickup truck suggests something in the USA's orbit, and that this is not total poverty (so again, probably not Bolivia).

Unless this photo is from the 90s, I'm very confused by these cars. I did a bunch of street drops across Latin/South America and Bolivia was the only one that remotely matched

I swear to god I've seen those banners before, I thought maybe they were a cellphone provider name I'd seen elsewhere or something but it doesn't seem to be the case
