I have spent a lot of time in DC-Baltimore-Philly and these solid streetfronts don't look to me like those solid streetfronts (in particular the iron on the windows doesn't look right to me)

flat roofs, residential street is far too wide for a pre-automobile city. not europe IMO.

Maybe it's Canada! I really do think the white-collonade face of that long brick building looks New England, and so do the trees, but the construction stuff reads to me as French, that's where I'm getting Canada.

Agree that it doesn't look like France, does look like Europe. But not necessarily Northern Europe? Tiles look Iberian to me, although it's pretty flat for Portugal so maybe Spain? Or a colonial Spanish city in South America? The barricades seem not like something you'd see in a wealthy country...
