The buildings have chimneys, which, unless they're a postmodern flourish, means they couldn't be more recent than the 50s and are more likely to be older. They look a bit like the housing estates built in Vienna in the 1920s, and the river looks like it could be the Danube Canal, but I can't see any bridges over the Danube Canal that look like that steel thing in the background.
