Fading resort town with palm trees, but guys in first photo look more East European than Mediterranean, and guys in last photo are well wrapped up as if it's pretty cold. Was initially thinking Argentina, but the buildings don't look that South American. Maybe somewhere on the Black Sea? Sochi or somewhere like that? Don't think it's a docked cruise ship btw, I think it's a building.
