Looks like it could be the back of a major city train station. Building on the right looks kind of Middle European. Ashtrays on tables are a bit of a rarity these days, maybe somewhere East European?

I've been to Switzerland a couple of times, not to Basel but it felt Swiss and Zelda Zonk mentioning middle European solidified that thought so I got to image searching Swiss cities' railway stations

Doorway doesn't look French to me, although mountain in the background looks similar to the one outside Marseille. Old man with stick is a real generic Mediterranean old geezer, could be French, Spanish, southern Italian... the other people look like tourists, and Marseille isn't really a tourist town

Very distinctive decorative touches to the street lights, although I wouldn't know how to search for that. The wall is intriguing, looks like there are modern buildings directly behind it so it's not like it's encircling a cemetery or castle or whatever. And it doesn't quite look like a city wall either.

The black car and the reddish one driving away from the camera are both French (Peugeot 307 and Renault Teepee, around mid-2000s), but of course these cars are popular eveywhere in Europe. The car driving towards the camera is a VW Polo (2010ish), which isn't any help at all.

I don't think I can find an angle of the rock of Gibraltar that looks like that - guessing no to that one. Santa Cruz (Tenerife) looked better but couldn't find a ridge shaped quite like these pics either.

The huge mountain at the end of a flat urban road is quite distinctive, I looked at a few places in Italy near mountains but they all had extensive foothills where the roads petered out into farm tracks & vineyards.
