Yeah, that fire escape (?) at the front of the building made me think US as well - some kind of French quarter or euro district type deal?
This building we're in has annoyingly little on the windows (post offices, banks, train stations would have all kinds of stuff on there I would expect)

Zoomed in on the map and made out the street name "Race St". Tried a few cities with a Race Street. Got to Cincinnati and got lucky by clicking near Findlay Market right away, noticed the red crossbeam construction and then it was just a matter of clicking nearby until I found the spot.

Building top left doesn't look American to me so I think Europe, but obviously not Mediterranean. Woman with daughter looks vaguely East European or at least Middle European. Maybe somewhere on a lake? Or the Black Sea again, like Bulgaria or Romania?

Definitely a permanent park (all the umbrellas, and what looks like a concrete edge in the water area closest to the photographer). In fact, it doesn't look connected to a river or body of water at all because every pool edge I can see is concrete and I see vegetation beyond it.
