Not a lot to work on here. Body of water far left could be a lake, river or harbour - I'm thinking the latter as there's some industrial type construction that could be part of a port facility. White building far left and building with light green facade centre left look European to me. Wild guess with not much to back it up would be somewhere in Italy

Strange tower far right is pretty mystifying

Reminds me of the road up from Peschiera del Garda up the east coast of Lake Garda

Googled striped black and white road barrier and got a bunch of stock pics that look pretty similar but frustratingly no location mentioned, although they're copyrighted to a photographer with a Russian name

that guard rail is pretty distinctive - not a sideways W shape like most

I'm guessing this may be somewhere on the Baltic Sea. That type of lighthouse seems to exist there.
