After looking at way too many pump tracks to do me good, I am glad someone got it. at times I was near and plenty of time very far away.

She was as a surprised as anyone. It is a soccer board. her words were “I was only checking Tow Law because it’s the right type of town and their ground is famously on a hill”.

They are from the North East UK, so the famously can be treated with a suitable amount of salt.

The lighthouse (if that's what it is) looks pretty distinctive and could be the key. I see a couple of towers in the distance that look like cathedral steeples, and a couple of other steeple-like constructions. I'm guessing it's a coastal city somewhere in Northern Europe, on the North or Baltic Seas or something.

Other distinctive factors: strange fin-like thing centre-left; incredibly long (but well-trimmed) hedge; apart from a red people-carrier, all the cars seem to be white, what are the odds of that? Row of flags has me thinking we're at one of those "international" hotels, so maybe the white cars are rentals.

Top right hand corner there looks to be a Belgian flag in the window. If that's right, and I'm not entirely sure it is (do Belgians put flags in their windows?), then it's too hilly to be Flanders. There appears to be a street lift, but it's not the one in Brussels.

The monorail looks way cool and has its own unusual detail in wikipedia article:

The Wuppertal Suspension Railway, a suspended monorail, serves the city and its surroundings. It has operated since 1901, with new cars added beginning in December 2016. In 1950, a young elephant named Tuffi was put aboard the Wuppertal Schwebebahn (monorail), as a promotion for the Althoff Circus. The swinging tram upset the elephant, and she trumpeted, charged, and plummeted 12 m (40 ft) into the river below. Tuffi suffered minor injuries; she lived until 1989. In 1999, the Schwebebahn had its thus far only fatal accident.
